We are recruiting to fill the position below:

Job Title: Procurement Manager

Location: Abuja
Employment Type: Full-time

Position Overview

  • CHAI Nigeria is seeking a Procurement Manager to lead procurement.
  • The position is based in Abuja and reports to the Country Director.
  • This is a back-office role: you will own the end-to-end procurement cycle, manage a small procurement team, and hold the supplier relationships the office depends on.
  • The role carries no grant management, donor reporting, or business development responsibilities.
  • You will work independently, set the quality bar for the team's outputs, and exercise sound judgment where information is incomplete, while keeping every purchase compliant with CHAI policy, approved budgets, and Nigerian law.
  • The successful candidate will embody CHAI's values, including humility, urgency, entrepreneurialism, trust and transparency, working at the service of government, diversity, and being mission-driven.

Responsibilities
Procurement delivery:

  • Own the full procurement cycle: annual procurement plan, category strategies, and service standards for the office.
  • Lead sourcing from specification through tendering, evaluation, award, contracting, and close-out.
  • Coordinate a periodic procurement review with the team and report monthly against agreed key performance indicators, including lead times, savings realized, and delivery reliability.
  • Keep every procurement action inside CHAI procurement policy, approved thresholds, and delegated authority limits, and exercise sound judgment where information is incomplete and waiting would put delivery at risk.

Compliance and risk:

  • Keep every action inside CHAI policy, approved thresholds, and delegated authority, with documentation audit-ready at all times.
  • Manage supplier, quality, pricing, and delivery risk, and maintain conflict-of-interest and vendor due diligence checks.
  • Embed ethical and sustainable sourcing, anti-fraud and anti-corruption checks, and the development of qualified local suppliers.
  • Ensure all procurement activity complies with CHAI procurement policy, internal controls, and applicable national procurement, tax, and import law, and always keep documentation audit-ready.
  • Identify procurement and supply risks, including supplier concentration, quality, pricing, and delivery exposure, and put mitigations in place before they affect operations.
  • Resolve escalations without compromising CHAI’s compliance, ethics, or safeguarding standards, and maintain a clear conflict-of-interest and vendor due diligence process.

Suppliers and internal clients:

  • Act as the single point of contact for program teams on specifications, timelines, and service expectations.
  • Negotiate and manage framework agreements, run structured supplier reviews, and lead remediation or exit where performance falls short.
  • Work with Finance, Legal, IT, and Administration to keep purchase-to-pay and contracting joined up end to end.
  • Develop and maintain a vendor database and evolve strategies to improve vendor management and engagement, including setting up vendor forums for regular feedback and verification.
  • Manage the routine prequalification process for identifying new vendors and updating the vendor database.

Imports:

  • Manage international purchases end to end: freight, customs clearance, import documentation, and tax exemption approvals.
  • Process CHAI’s duty waiver applications to ensure timely and seamless clearance of imported items.

Team leadership:

  • Line manage a small team of procurement staff: set clear annual objectives, hold regular one-to-ones, and complete mid-year and annual performance reviews.
  • Coach staff on the procurement tools, templates, and frameworks they use, and set the quality bar for the team’s technical outputs.

Budget, analysis, and reporting:

  • Manage procurement spend against approved budgets, reconcile monthly, and flag material variances early.
  • Lead analyses that inform operational decisions, including make-or-buy, category, and total-cost-of-ownership assessments.
  • Communicate clearly with senior stakeholders, raise difficult messages early, and present practical options.
  • Any other responsibilities assigned by the Country Director.

Qualifications

  • Bachelor's Degree in supply chain management, procurement, business, engineering, or a related field; a master's degree or a CIPS, CPSM, or CSCP certification is an advantage.
  • At least seven (7) years of progressively responsible procurement or supply chain experience, with direct accountability for the sourcing and contracting cycle.
  • Experience running competitive tenders and serving on or chairing evaluation committees.
  • Line management experience, including objective setting, performance reviews, and staff development.
  • Experience procuring goods and services in a nonprofit, international organization, or multi-country environment.

Technical skills:

  • Advanced Excel skills and hands-on experience with procurement or enterprise resource planning (ERP) systems.
  • Strong grasp of procurement controls, tender documentation, contract terms, and audit evidence requirements.
  • Working knowledge of Nigerian import, customs, and tax exemption processes.
  • Openness to learning generative artificial intelligence and other technologies to streamline the procurement function.

Competencies:

  • Excellent written and verbal communication in English, with the ability to produce decision-ready materials for senior audiences.
  • Negotiation and supplier relationship management, with the confidence to hold a position under pressure.
  • Strong analytical and problem-solving skills, with high attention to detail.
